Notice of Municipal Referendum

NOTICE OF REFERENDUM

TOWN OF LONG LAKE, WASHBURN COUNTY, WI
TUESDAY, AUGUST 9, 2016

NOTICE IS HEREBY GIVEN, that at an election to be held in the TOWN OF LONG LAKE on August 9, 2016, the following Ordinance of the Town Board will be submitted to a vote of the people:
That, pursuant to Wis. Stat. § 60.30(1e)(a), the combined office of the town clerk and town treasurer shall be filled by appointment of a majority of the members-elect of the town board.
The term of office for the appointed position shall be set by the town board, but may not exceed 3 years per § 60.30(1e)(c). The town board may re-appoint the officer for additional terms. However, removal by the town board during a given term of office may only be for “cause” as defined under § 17.001 and required by § 60.30(1e)(f).
This ordinance is subject to approval by the town electors in a referendum, which is hereby called by the Town Board to be held on August 9, 2016.
The salary of the appointed position shall be set by the town board and may not be reduced during the term of office.
This ordinance shall be in full force and effect from and after the date of its town board passage, notice after passage per § 60.80 and also its referendum approval by the town electors as required by § 60.30(1e)(b).

The referendum question will appear on the ballot as follows:

“Shall the person holding the combined office of town clerk and town treasurer in the Town of Long Lake be appointed by the town board?”

EXPLANATION

Currently, under the governmental structure of the Town of Long Lake, the offices of clerk and treasurer are separate and are elected by the township residents every two years. Under Wisconsin law, the town clerk keeps minutes and records of proceedings of the town board, including the town’s finances. The town treasurer receipts and disburses town money. Wisconsin law permits these two offices to be combined and appointed by the town board upon an affirmative vote of the town voters in a referendum. The town board has voted to submit the question of combining the town clerk and treasurer into a single office that is appointed by the town board to the voters of the township. A Yes vote means you approve this action by the town board. A No vote means you do not approve this action by the town board to the voters of the township.

Done in the Town of Long Lake, Washburn County, WI
on July 29, 2016.

Mick Givens, Town Clerk
